Two questoins, behaviors and pages

I recently created a website for my work. One pages lists all of our
programs. I do not like the look and would like to give each program it's own
pages but under the heading programs. Meaning, when people click on programs
the additional programs drop down, can front page do this?

Second, I have another pages I would like to use pop boxes on but when I
open the behaviors tab, it won't let me do anything.

You can produce a dropdown menu using FrontPage behaviours, but the process
is convoluted, prone to error and I will not recommend it. A version of
this (produced in Expression Web) is described at

For your second question - even with a blank page and no website open the
behaviours task pane allows me to add several behaviours to the <body> tag.
What are you doing?
