I am a beginner at InfoPath and am wondering how you can setup a form so that
one user fills out the information and then that form is sent to anther user
to see that information and then respond on the same form. Can this be done
using e-mail? What steps I can take to effectively setup this form?

You can submit via email.

Enter "email" in the Help files and you should find information that
describes what you want to do.
