Unable forward .eml attachment

Hi,
I found following problem:
- outlook 2003 + exchange server 2003
- two accounts in in outlook - internal exchange and 1 more external
POP3 (smtp server is set to internal Exchange)
- when user downloads email from POP3 in HTML with eml attachment he
can read it
- if he forwards it to another user by the pop3 account the attachment
is not sent
- if he forwards email through exchange server account the attachment
is sent
- if he forwards email in plain text, the attachment is sent too

Is there any way how to forward email in html format with .eml without
providing any change of format or email account? Thanks for any advice
