Unable to access free hotmail using Outlook

I've only recently found out that we cannot access free hotmail accounts via
Outlook without verifying passwords almost everytime. When did this change
happen & why? Is this the case with any free accounts or only hotmail?

What version of Outlook and does the email download once you verify? Access
to free accounts using outlook is ending and if mail won't download, it's
likely your access ended.
