unable to access links in outlook messages(restricted permission)

When i click on links in e-mails i keep getting restricted permission see the
administrater which is myself. therefor i am unable to open a link.

Try this, it worked for me:
MS Outlook - Unable to open links
Error “This operation has been cancelled due to restrictions in effect on
this computer. Please contact your system administrator.â€
If you get this error when you click on the link from the Outlook then you
have to reset the default browser from the Internet Options (IE).
To do this simply
Open Internet Explorer
Tool -> Internet Options
Programs Tab -> Set IE as an default browser
Click Ok to close the Internet options
Restart the Outlook and check. Issue will be fixed
