Unable to access permissions on public folders

I am the new IT Manager, and need some help with public folders and permissions.

My predecessor had many public folders that were created by other users. When those users left the company their profiles were deleted. The previous IT Manager did not set a default on the public folders for an administrator account. Is their any way to change these permissions with no OWNER/PERMISSIONS available.
