Unable to access The Rules Wizard on tool bar

Keep getting the following message and cannot figure out
how to set rules without the Rules Wizard to filter
emails. "Mail sent and received using HTTP mail accounts
cannot be filtered using the Rules Wizard. If server
based mail filtering is available, your mail service
provider can tell you how to enable it"
OK how do you enable the mail filtering using MSN?
