Unable to change Collaboration Options in Project Server 2007

I have a user, that wants to have his resources enter time using percentage
complete. The default in web access for my current set up is hours by day.
When we open the project plan and go to Collaborate>Collaborate Options the
"Always use a specific method of progress reporting for this project" is
grayed out. So it stays on the default. I've searched everywhere and cannot
find a way to make it change.

What the PM sees in the dialog indicates that the Project Server
administrator has "locked down" the default method of tracking for all
projects. This means that your PMs cannot choose any other method of
tracking progress, such as Percent of Work Complete, and are required to use
the organization's default method. If you are the Project Server
administrator, you can "relax" the tracking environment by doing the
following:

1. Log into PWA with administrator permissions.
2. Click Server Settings - Task Settings and Display.
3. In the Tracking Method section of the page, DESELECT the "Force project
managers to use the progress reporting method specified above for all
projects" option.
4. Click the Save button.

This should now allow your PMs to select an alternate method of tracking, if
needed. If you are NOT the Project Server administrator, then you will
probably need to contact him/her to find out why the tracking method of
locked down, and plead your case for why it should be relaxed! :) Hope
this helps.

Dale, Thank-you, I found another post under time entry that mirrored your
response. We are now running just fine.
