Unable to change Project Ownership!

The following is extremely strange!

I created a new project on the project server using Project 2007 and saved
it in Project Server 2007. The logged in user was the Project Server
Administrator user on that machine. Then I published the report so I was able
to see it in the project centre.
I added all required users to the Team Build of this project including the
proposed project manager for this project.

Now, when I tried to open the project properties and change the ownership of
this project to the proposed project manager, I found that the project
server administrator is the only one in the "Owner's" list, so I cannot
change the ownership to the proposed project manager!!!

To verify that this proposed project manager has privileges to create &
access projects in general, I did the following:
I logged on to another machine using this proposed project manager domain
account, created a new project server project, saved & published it. Then I
added the required Team Build members to this project. Now, when I tried to
edit the project properties I am able to see both: This proposed project
manager & the project server administrator!!

Could someone explain to me why it worked for the second project and not the
first project??!! Besides, what should I do to change the ownership for the
first project ??

Hi.

I think that it's a bug in PWA user interface. The combo box with project
owners fills with users that return the
ReadResourcesWithSaveProjectPermission method. So only users that have Save
Project to Project Server permission will be included in combo box.
I desided to give that permission for the project manager group in My
Organisation category. And magic!!! All project managers are in owners combo
box now.

Hi !
Why it is bug ?
It is normal behaviour. You can assign project to the persons who have
permissions you mentioned.

By default - all enterprise resources added to Project manager security
group.

This is a known and documented bug in Project Server 2007. The list in
question should contain the names of every in the Project Managers group,
but it does not. Pavel was correct in giving the workaround to this bug
until Microsoft fixes it.

Furthermore, Project Server 2007 DOES NOT automatically add all resources to
the Project Managers group. It does automatically add resources to the Team
Members group, however. Hope this helps.

Thanks Pavel,

By the way, project managers have full access to everything except the Admin
priviliges, but still I am not able to see them in the combo !!

May be I missed out something here :)

Could you please send me step-by-step instructions of what I should do

Complete the following steps to which Pavel refers:

1. Log into PWA with administrator permissions.
2. Click the Server Settings link in the Quick Launch menu.
3. Click the Manage Groups link in the Security section of the page.
4. Click the Project Managers group to edit the Group.
5. In the Categories section, select the My Organization category.
6. In the Permissions grid for the Categories section, set the "Save
Project to Project Server" permission to Allow:
7. Click the Save button.
