unable to connect to database after migration

hi,
i have migrated the project server database to server2 and used Site
Editor tool to connect to server2 but find that the database cannot be
connected.
The database username and password are all correct.
i tried to change back to the original database server , server1 and
found that the database cannot be connected too !
any idea whats wrong?
