Unable to display the folder. Microsoft Office Outlook could not access the spec

I have Outlook 2003 with SP1 and a fully patched install
point. Any machines that have this current install gets a
message when trying to view public folders from the folder
views. "Unable to display the folder. Microsoft Office
Outlook could not access the specified folder location.
The operation failed."

Any suggestions?
