Unable to download my own attachments

At work I downloaded a couple of .exe files and emailed
them to my home account. Outlook 2000 SP3 id blocking
access to my own attachments, which I know are secure and
virus free.

I cannot find where or when this overblown security
started. Regular attachemnts such as Jpegs are fine.

How do I force Outlook to do what I want it to ?
