Unable to download templates

We have recently moved to Office 2007 Professional Plus. One of the many new
features that we would like to use is called template downloads. Whenever we
try to download any templates from office.microsoft.com we get a message
saying that the office administrator has blocked template downloads. I have
checked the activeX and it is installed and working as needed. I can connect
to microsoft online. Can someone direct me with instructions as to where I
can go to enable this feature. I have checked the trusted sites and even
Internet Explorer and nothing seems to be blocked. Please help.

Side Note: We use a firewall and it does not look like the site is blocked.

Did you check the Internet Explorer Manage Add-ons options? Is the Microsoft
Office Template and Media Control enabled?
Is the correct ActiveX downloaded.

Have you emptied your temporary cache lately? In IE, tools, Internet Options,
delete...
