Unable to enable add-ins

Hi folks,

First off, let me apologize if this has been answered before. I have tried
to search the newsgroups for the last couple of days but I keep getting an
error saying the service is unavailable.

I have an unusual problem which is only affecting one of my end users...

We run Office 2007 in Cached Mode against an Exchange 2007 server. We are
also using OCS Server for Live Meeting and Communicator.

His Office Communicator and Live Meeting applications work with no problems
but I have come across the following in Outlook:

1 - The Live Toolbar for Outlook and Live Meeting add-ins will not load when
Outlook starts. When we try to enable either add-in, we get the message "The
connected state of Office Add-Ins registered in HKEY_LOCAL_MACHINE cannot be
changed".

I have tried the following:
*Given him temporary admin rights and enabled the add-ins. We do not get an
error message however when I close and re-open Outlook, the add-in does not
launch. Even rebooting to make sure the rights are setting properly does not
work.
*Verified in the registry that the add-ins are set to load at startup and be
running (LoadBehavior is set to value 3).
*Tried recreating his Outlook profile.
*Compared the application information, folder permissions, registry
permissions and registry settings against a working machine.

There are no errors in the logs and other add-ins load with no problems. We
are only using those add-ins that tie to MS products (i.e. the Office
Communicator add-in for presence information and the Sharepoint add-in) so
there is no 3rd party stuff.

I am loath to do a reinstall of Live Meeting and the Live Toolbar as our end
user is remote and on a network that is sketchy at best so I am wondering if
there is anything else anyone can suggest before I go that route.

For anyone else who has this problem ... I tried to reinstall with no luck.
I had to register the DLL ... regsvr32 “C:\Program Files\Microsoft
Office\Live Meeting 8\Addins\lmaddins.dllâ€

I'm having an unusual problem with Live Meeting but I will be posting that
separately.
