Unable to follow TOC

I have a word doc that has a table of contents. Trying to follow the link via
ctrl + click gives me the following error:

"This opertation has been cancelled due to restrictions in effect on this
computer. Please contact your administrator"

How can I follow my TOC links???

Contact your administrator? If (as I suspect) you're the administrator, see

The first link solved the problem....

Dont know what happened in the first place but all is now good.
