Unable to Force Check-in

Hello, I have a project that is unable to be checked in. I have tried
the following
A. Force Check in as an administrator
B. Clear the owners casche on the client and from the %appdata% (then
retried to check in from the owner and then force)
C.Restare the Microsoft Office Project Server Quesue Service

In server settings, the job state is Waiting to be Processes with 0%
completion. There are no jobs blocking the queue.

Any help would be approceiated
