Unable to install o2ksp3

Running Office v9.0.4402 SR-1, Win 98 SE
Attempt to update via web, or from downloaded ok2ps3.exe
has same result: installer addresses floppy drive, then
displays a dialog box reading, "This update cannot be
applied". Initial run from web installed an updated scan
engine... Suggestions?

See knowledge base 302399. Norton Anti Virus Auto protect
feature must be disabled. I had same problem and disabled
the first two options under Norton Anti Virus options and
all updates installed perfectly.
