Unable to install Outlook 2003 for new users on client computer

I have a client computer that I've been trying to upgrade to our Windows 2003
SBS server and the client's local profile is able to access Outlook 2003 but
if I try to migrate the user using ConnectComputer Outlook freezes up. What
is wrong?
