Unable to Link Outlook to Web Image

I am trying to send an email through Outlook that links to an image (a 1KB
html file) on a Web site. To make the link, I went to Insert > Picture. In
the Picture dialog box, I pasted the image’s correct URL in the Picture
Source field, and clicked OK. The image does not appear in the message body.

To try to resolve the problem, I made changes in Outlook’s Security
settings. In Options > Security, I opened Change Automatic Download Settings,
and deselected 1) “Don’t download pictures automatically in HTML email,†and
2) “Warn me before downloading content…â€

In Preferences > Junk Email, I deselected “Don’t turn on links in messages…â€
As a precaution, I added my email address and the Web site being used to the
Safe Senders and Safe Recipients lists. I also lowered the Security Level
under Zone Settings.

None of these changes made a difference. The linked image still does not
appear. I have confirmed that the URL is correct; the image opens when I go
to it directly in IE. Am I missing a step? What else do I need to do in
Outlook to enable the link?
