Unable to Open Database File

My brother-in-law gave me a file, TB.MDB which I'm unable to open. When I
try I get the following message which looks like the typical Access MsgBox
format : "You do not have permissions to use the "C:\db\TB.MDB' object. Have
your system administrator or the person who created this object establish
the appropriate permissions for you."

It doesn't matter whether I hold the shift key down or not, I still get the
message.

When I open the file's securty properties in Windows , I do not see anything
different. It says Everyone has full control, like any other file.

Using Access 2003 under Windows 2000.

It's possible that Access security has been applied to the database, in
which case you'll need the MDW file that was used to do that, as well as a
user id (and password) that's been defined to the MDW file.
