Unable to open db or run Wizards

Trying to open a (previously usable) db gives - 'Run-time error 429 ActiveX component can't create object'

Similarly trying to create a new db using a wizard - 'ActiveX component can't create object'

I have tried re-installing without success. I am running Access 97 on Windows 98
