Unable to open default mail folders

I have a Exchange 5.5 running and each User with Outlook
2000. Intermittently they get an error when starting up
Outlook. The main message is that their Default Mail
Folder cannot be opened and then various other messages
alongside that eg. No permission or Not enough Exchange
licences (even though there are enough licences installed
on the server).

The only way out of this is restarting the server.

Is there anywhere in NT where I can delete licences that
have not been cleared properly therefore stopping access
to the server.

Can anyone help please?
