Unable to open .oft files in Outlook 2003

I recently migrated my profile to a new PC. My old PC had Office 2000.
My new one has Office 2003. Can anyone advise why I would no longer b
able to open an Outlook template (.oft file)? When I open these files
it now opens a new email with the .oft file as an attachment. I hav
seen several queries about this on the Internet, but no answers.
Please help

The .oft files are accessed from a shared network drive. We originall
used desktop shortcuts, but we are accessing them through an Intrane
site now. Neither route is allowing access. I just keep getting a ne
mail with my form as the attachment. When I open the attachment, ge
the same thing.

I know it has something to do with my profile/settings as others tha
have already migrated to Outlook 2003 can still open them. I signe
onto a newly burned PC yesterday, which does not have a profile on i
yet, and was able to pull up the forms fine
