Unable to Open Outlook Template Directly - 2003

Having a problem on a new laptop with a previously used template. I need to be a able to open this template from a shortcut, or directly. However, unless I open from within Outlook I get the following error:

Unable to open outlook template by directly opening them. Outlook has blocked access to this form template file. If you know and trust the person who created the form, on the File menu, point to New, click choose form, and then in the Look In list, click the User Templates in the File System.

Can someone point me in the right direction??

The template has features that are blocked when the template is accessed from the file system. You need to browse to it from within outlook or publish it. (It might work as a hyperlink to a toolbar button. http://www.outlook-tips.net/archives/2003/20030805.htm)

Is there no way round it? We want to be able to open this as a short cut....seems a little heavy handed to block it with no work around.
