Unable to open pst files

One of my users is whinning about not being able to have as many as 28 pst
files open at the same time. After opening approx. five of the pst files,
she gets an error message that Outlook can't open the file due to lack of
system resources.
Here's some of the background info:
We're running XP Pro and Office 03 in an Exchange (version unknown)
environment with all service packs and patches.
All of the pst's are stored locally and each will open and close
individually so I know there are no problems with any individual pst files.
None of the pst files are over 2.5 gigs and several are 1 gig or less.
I don't have anyone to test against because she's the only one I know of who
has so many pst files.
My thinking is that there's no problem except a PEBCAK and that she should
work around this by not having so many pst's open at the same time but I want
to check to see if anyone else has any other ideas or suggestions.
