Unable to open rules

since yesterday I have't been able to open my rules wizard either from
Outlook 2003 on my PC or from my Citrix setting. I even reinstalled Outlook
but since it won't work for Citrix eiher I think it has something to do with
my exchange accoutn. I am running exchange 2003 on a 2003 server. I seem to
be the only one with this problem. I did install an add-on onto my local pc
(duplicate email detector) but the problem I am having isn't PC based it
happens in Citrix also. any Help is appriciated. The error I get is "The
Operatioin Failed. An Object could not be found"
