Unable to protect document word 2007

EdWant to protect word 2007 document on Vista. I select Office Button then
Encrypt
Document, Enter Password twice, save file then close file. When I goto open
the document it opens right up without asking for password.
Any suggests
Save as - does not have password option.
It has word document, word template, word 97-2003 document, and find addins
for
other title formats, other formats.
Other formats are saving to disk.

The Office Professional 2007 that I purchase from school (academic)

Yes, going through these steps:
Went to tool “Prepare, Inspect Document “ it will process twice in this
order†(inspection takes place, the there will be red after the process.
These flags indicate of areas that inspection did not find “you have a option
to remove the condition Which I did.†Close the tool then go to “Encrpt
Documentâ€. Two screens will come up asking to put your selected password in
then a follow up screen to confirm the password. When closing the file word
as to save response “yes.†Open the file the password screen will appear.
Now testing on the hard drive was good, but when I test the procedures on the
jump drive, it does not work.
