Unable to save BMP file as JPEG

Hi ,
I have dell c610 laptop with win2k image . Iam unable
to save bmp files as jpeg . If i open the bmp choose file
as jpeg , still it saves in bmp format . Changed the file
association and tried .Also tried the open with option as
OPENWITH , No luck .........
Plz suggest

Try saving as a 24 bit color bitmap file, close Paint, open it back and open
the image then Save as J-PEG.
