Unable to Save or Save and publish under edit project properties

This just started for a client of mine, apparently the button isnt
doing anything. i change the owner of the project (i have admin
permissions) and neither the save button nor the save and publish
button will do anything, no errors, not page refresh, its as if the
buttons dont work.

is this a bug? is there a workaround/fix?

This is a bug, and an annoying one for sure. To change the Owner, you must
also select a different value in one of the other fields as well, then you
can save it. Then change the second field value back to its original value
again and save it once more. How's that for duplicating your work? :)
