unable to send email in "outlook"

Since installing MSN-9, I am no longer able to send mail
from 'Outlook' (Not Outlook Express!). I keep getting
error message 'Sending report error (0x80040115) the
operation could not be completed because you are working
off line or because of an error on the network' I am not
working off line, any suggestions?
