Unable to Set Message Rules

I am unable to set up my message rules in Outlook 2000.
It gives me the message that I have no permission. I went
to persmission but the button is not highlighted as an
option. This is for home use and says I am not the
resource coordinator?? How can that be?? Its MINE. lmao
Please advise me on how to become the adminstrator to my
OWN program so I can slow down this darn spam attack!! lol
