Unable to sort pictures in Excel

I am trying to sort pictures that I have inserted into an Excel file.
For example, I have a spreadsheet with addresses of buildings and
pictures of the buildings appearing next to the addresses. Whenever I
try to sort the building addresses, the pictures do not move with the
addresses. Is there a way to tie or link the addresses/data with the
corresponding picture?

Tools/Options/Edit, check "Cut, Copy, and Sort objects with cells".
Make sure entire picture lies within the row.

You'd probably do better with a real database application.
