Unable to use formatting palette when editing charts

When making charts in excel I am no longer to click the chart, click the toolbox, and have the formatting palette display all the edits I can make to my chart (There is no way to change axis labels, line style, etc.). All that shows when I click the toolbox is the number section. I don't know what happened and why it no longer works, but I was hoping someone has some suggestions or has experienced this same problem and knows how to fix it.

That is because you are probably selecting a chart axis, or some other
component instead of the entire chart. Watch the palette change context as
you click on different chart components. You can also use the arrow keys to
walk through the different chart items.
