unapproved timesheets showing up in black instead of red

When we go into PWA timesheet approval page, some of the timesheets look like
they are not yet approved but show up in black instead of red. However, the
PM's have in fact approved these timesheets.

On the Approve Timesheets page in PWA, black text indicates that the PM has
approved and updated the task update into the Microsoft Project plan. Red
numbers mean that the PM has not updated the task update. From what you
describe, it sounds like some of your PM's have updated progress into their
project plans without waiting for the approver to approve the timesheet
updates. Project Server allows this to happen, and there is no way to force
the software to prevent it. Therefore, this is a training and performance
issue with your PM's. Teach them to only update task updates that have been
approved by the approver, and then hold them accountable for this behavior.

One more question...by approver, do you mean the Resource Manager? So the
process would be 1) approve the timesheet, then 2) update progress in the
project plan? I just want to be clear on this.

Yes. By "approver" I mean the Resource Manager who must approve timesheets
before they are updated by the Project Manager. And yes, your process is
absolutely correct. Hope this helps.

Why would the Resource Manager approve the timesheet first? The PM knows what
is in the plan and what work is legit. Based upon this knowledge, the PM
would approve the timesheet. The Resource Manager would then reap the benefit
from the PM Approved? column. The PM Approved? column would infer this is a
process design point. Without said guidance from the PM the RM is likely just
rubber-stamping hours based upon a Corporate work week.
