1st user is able to open and edit 2nd user's project??
1st user is not an administrator or an owner of this
project. When 1st user tried to open her own project
remotely, 2nd user's project was shown as being checked
out by 1st owner.

Cecile:

Who can open what project is controlled by group and category settings.
Apparently your settings allow one project manager to open another project
manager's plans.
