Unblock unsafe expressions

How can I unblock unsafe expressions in 2003? I've blocked them, now I'd like
to unblock them.

Select the Tools -> Macro -> Security... menu. Select the Low Security
Level option and then the "OK" button to save the change.

I've tried to set the Macro Security to Low, but it won't stay there - even
if I close Access and re-open, the Macro Security is back to Medium. IT is
saying the only way to get back to allowing unsafe expressions is to re-image
my machine.

Help!
