Undeliverable mail messages

When I send email is get a message stating the the system
administrator says the message is undeliverable.
Microsoft Support Knowledge Base gave me some directions
for users of Exchange which I am not using. What is the
problem?
Windows XP
Outlook XP 2002
Dial up connection
