undelivered email '550 replay not permitted'

i have just installed Outlook 2003 . Imported by old contacts from another PC. When I send emails with attachments I keep getting this message

Can anybody help ?

You probably need to set up authentication to your outgoing server. On your
account dialog, click "More Settings..." and go to the "Outgoing Server"
tab.
