Two possibilities spring to mind:
1) Once you're in the database go to Window | Unhide
2) Otherwise it looks as if the AllowBypassKey property is
set to false, preventing you from overriding the startup
options with the shift key. This is a pain to get round,
as really you need to set this property from code running
from a different source
