Uninstall Office -> Reset Product Activation

Does uninstalling Office XP reset the product activation
that was registered when initially installed?

In other words, if I install Office XP on one machine,
activate it, then decide to take it off completely and re-
install it on another machine, will it activate on the new
machine? Or is Microsoft's records going to stay locked
onto the first machine on which Office was activated?

Nope, you have to use the phone method of activation when you move the
installation.
