unscroll picture background

I want to use the option (page colour - fill effects - picture ) to use a
photo for a background to the body of an Outlook email. However, the picture
becomes a scrolled picture instead of just being used once.

Any fixes?

That's not possible with background pictures.
You can achieve it still though via;
Insert-> Picture...-> right click picture-> Text Wrapping-> Behind Text

Why do you want to send all that data that does nothing?
