Unstable Navigation Bar

Using FB 2003. Very often, having made a change to the body of a page &
publish it, the contents of the navigation bar changes. Two examples: 1)
a link is missing; 2) a link is in a different place on the navigation bar,
especially, the top "Home" link falls to the bottom. This happens without
knowingly making any changes to either the navigation bar or the navigation
structure. Any suggestions???

Are you just publishing the single page or are you publish using the Change Pages Only option?

I have tried both was to correct.

Run a Tools | Recalculate Hyperlink, then publish using the Change Page Only option.
