unwanted french characters in OneNote

Whenever I type in punctuation marks like ' " ? in Onenote, instead of the
punctuation marks, I get accented french characters. It doesn't appear to be
a problem in other word applications (or even here, in this forum)

How do I fix this? I've tried resetting the language in OneNote and the
Keyboard, but it doesn't appear to help.

This same thing happens in Vista with Outlook. All settings are set to
Canadian English but in outlook it outputs french characters.
