Unwanted Page Breaks with Word 2003

I don't know if this "feature" is related to other posts that have had
problems with page breaks and table importing, but... I figured it probably
is.
My problem is that when I try to insert a table of 3 columns and 6 rows Word
enters a page break such that there is a large blank space on the first page
of my document. This is not what I wanted.

In addition, when I try to copy and paste a table from the bottom of the
document to the top the same thing happens.

It doesn't make a difference. I've tried the entire table table properties.
I've also tried selecting the individual rows and allowing page breaks for
each individual row.
