Unwanted page breaks

This problem comes up often on this board, but mine seems different.
I have a bunch of unwanted page breaks (they are not hard page breaks,
they cannot be deleted) and none of the boxes are checked in
Format/Paragraph/Line and page breaks. What I am forgetting?
