update milestones

Is it possible for a team member to update (% complete) a milestone (task
with zero duration) in PWA?

Yes and no. You CAN assign milestone tasks to resources and the tasks will
appear on each resource's My Tasks page. The resource CANNOT update the %
Complete, however. Instead, the resource can simply select "Done" or "Not
Done" from a pick list in the Progress column ("Not Done" is the default
status of a milestone until the resource marks it as "Done"). Hope this
helps.

This discussion is helpful, but in what view can I find this field
"Progress" column ?

You can't see this column in Project Server 2003. It's only available in
Project Server 2007. Hope this helps.
