Update on publishing to the web

I asked last week if anyone could offer any help with a big problem I was experiencing after switching over to Broadband. I use a company called ntl in the Uk and I'm unable to publish any updates when connected to my ISP via ntl. If I shut down broadband and connect to my ISP via a normal phone line then I have no problems with connection or passwords. Everyone says it's not their problem but something is wrong. Any ideas.

Check with them
and see if they block outbound
port 80 from Client machines.
Quite a few broadband ISP's do
to prevent subscribers from hosting
sites / files on their home computers.
