Update Outlook to Outlook 2003

Hi,

I try to update only Outllook to 2003 on all workstation in my domain.
I used Custom Installation Wizard to create .MST file and it works OK when
there is an older wersion of Outlook on a workstation.
When there is Office without Outlook I have the following error:
error code -203

what means: the system could not find the enwironment option that was entered.

I tried to check "Do Not Migrate Previous Installation State" in Custom
Installation Wizard but it didn't help.
I'm sure it is possible to update Outlook is this way, anybody can help me?

One more thing, update doesn't work with workstation where is the older
outlook too.
I checked it now.
So problem is with .MST file?

I was doing the same update some weeke ago and it works fine. Now I do the
same thing but it doesn't work. Still the same error.
