Updates for Office 2K says I need SP 3, which I've done repeatedly

I installed Service packs up to Service Pack 3 for Office 2000. The Search
for Updates now says that I need Service Pack 3 before installing anything
else. I have installed this many times now, and still it says I need this
update. i disable virus scanning, and it still doesn't take.
