updates not being seen

When 0h is entered into time worked, and then submitted, there is no change
made to the timesheet. An update is not sent to the manager and the user
feels/wants an update to be sent to the manager. Is there a way to do this?

In the future, please post your Project Server questions to the
microsoft.public.project.server newsgroup, as this newsgroup is devoted to
the Microsoft Project desktop application only. To answer your question, 0
hours of Actual Work is no work at all, so how can you expect Project Server
to update that to the project manager? A better approach would be to add a
note to the task documenting the fact that no work was performed, which will
send an update to the PM when the team member clicks the Update All button.
